Cecile was born in Waterville, Maine on June 19,1956, the eighth of nine children born to J. Alphie and Yvette (Michaud) Bouchard. Cecile attended Winslow High School, class of 1974. She was a gifted athlete and participated in numerous sports, lettering in basketball, field hockey and track and field. Cecile attended the University of Maine at the Bangor campus.…
