NOTICE OF PUBLIC HEARINGS
CITY OF SANFORD
Regarding The Designation of a Municipal Tax Increment Financing District Known as the “Central Park Residences Municipal Development and Tax Increment Financing District” and an Amendment to the “Sanford Downtown Municipal Development and Tax Increment Financing District”
Notice is hereby given that the City of Sanford, Maine will hold two public hearings on April 19, 2022 at 6pm, via remote hearing described below, for the purpose of receiving public comments on the following items pursuant to the provisions of Chapter 206 of Title 30-A of the Maine Revised Statutes, as amended: (1) The Fifth Amendment to the Sanford Downtown Municipal Development and Tax Increment Financing TIF District and Development Program which was first designated in 2006 which will remove certain parcels that will become the Central Park Residences project and a new TIF district; and (2) The designation of the Central Park Residences Municipal Development and Tax Increment Financing District and adoption of a development program.
All interested persons are invited to attend the public hearing and will be given an opportunity to be heard at that time. The Downtown TIF District consists of approximately 98 acres located in the City’s downtown area. The proposed Central Park Residences TIF District consists of approximately .67 acres, located on the corner of School and Bodwell Streets. The proposed Central Park Residences TIF District Development Program authorizes the City Manager to enter into a credit enhancement agreement with the developer of the Central Park Residences project. A copy of the materials relating to the proposed Fifth Amendment to the Downtown TIF District and the proposed Central Park Residences TIF District will be on file with the City and a copy can be requested from the Sanford Regional Economic Growth Council by calling Mary Hastings at (207) 324-9155 prior to the public hearings.

NOTICE TO CLAIM COVERED PROPERTY, DANGEROUS BUILDING
For 1 JOHN STREET identified as Tax Map L17, Lot 30 and further described in a Deed recorded in the York County Registry of Deeds at Book 14992, Page 821 and Mortgages recorded at Book 14992, Page 842 and Book 16902, Page 533, the owner and parties in interest are hereby notified, pursuant to 30-A M.R.S.A § 3106 that within twenty one (21) days of April 8, 2022, all covered property, including all tangible personal property located in or on the said property must be claimed or removed. If covered property is not claimed within 21 days and possession of the covered property is not taken within 10 days of claiming it, the City may sell the covered property and apply proceeds from the sale to help recover expenses; or if the property has no market value, otherwise dispose of the property. The City Manager was authorized and directed by the City Council to take the necessary steps to abate the nuisance condition, including removal and disposal of said building, and securing the property. The City will recover all expenses, including reasonable attorney’s fees and costs, by means of special tax or civil action. You can discuss this notice with the Director of Community Development for the City of Sanford prior to the expiration of this notice at (207) 608-4101 between the hours of 8:00 AM and 4:00 PM Monday through Friday.
PUBLIC HEARING NOTICE
The Sanford City Council will hold a Public Hearing and receive written and oral comments at its April 19, 2022 meeting at 6 pm to amend Chapter 280: Zoning to clarify text regarding standards for solar energy in the:
1. Residential Development Overlay Zone (RD Overlay),
2. Performance standards, and
3. Major Site Plan submission requirements.
The hearing may be held in person in Council Chambers at City Hall, 919 Main St, Sanford, or via remote video and teleconference pursuant to City Council Rules of Procedure. Instructions to join the meeting by remote methods will be posted at www.sanfordmaine.org/meetings on April 15, 2022. The meeting will be broadcast on cable channel 26 and online at https://townhallstreams.com/towns/sanfordme. Comments may be submitted at www.sanfordmaine.org under Email City Departments/City Council. Questions may be directed to the Planning Office 324-9150.

The hearing may be conducted via remote video & teleconference at 6:00 P.M. on the date above-referenced.
