INTERNATIONAL WOOLEN MILL SITE AND BOILER HOUSE BUILDING, the City of Sanford City Council will hold a public hearing on Tuesday August 2, 2022 on whether to place the following question on the ballot in the next regularly schedule election:
Shall the City authorize the Treasurer and the Mayor to issue general obligation securities of the City of Sanford, including temporary notes in anticipation of the sale thereof, in an aggregate maximum principal amount of up to $1,000,000 for the purpose of demolition, environmental clean-up, construction of surface parking, and other related capital projects at the International Woolen Mill site and surrounding areas, including engineering and site work related thereto (the “Project”); authorize the Project and appropriate the proceeds of said securities for the Project; and delegate to the Treasurer and the Mayor the discretion to fix the date(s), maturity(ies), interest rate(s), denomination(s), place(s) of payment, premium, form and other details of said securities, including execution and delivery of said securities on behalf of the City of Sanford, to provide for the sale thereof and to expend bond proceeds on the project?
The public meeting will begin at 6:00 pm, in Council Chambers, 919 Main Street, Sanford, Maine and by remote methods, pursuant to 1 M.R.S. § 403-B(2)(D) and Section 6 of the City Council Rules of Procedure. The City of Sanford City Council will hold a public hearing on Tuesday August 2, 2022, the public meeting beginning at 6:00 pm, in the Sanford City Council Chambers, 919 Main Street, Sanford, Maine and by remote methods, pursuant to 1 M.R.S. § 403-B(2)(D) and Section 6 of the City Council Rules of Procedure as amended May 3, 2022; however, the method of attending the public meeting including video and teleconference login information to attend by remote methods will be published and available on the City website at www.sanfordmaine.org/meetings before Saturday July 30, 2022.
The purpose of the public hearing is to receive public comments on the designation of the Midtown Mall Municipal Development District (the “District”) and adoption of a development program (the “Development Program”) for the District, pursuant to 30-A M.R.S. § 5226. The proposed District is located in the area of the intersection of St. Ignatius Street and Riverside Ave. All interested persons are invited to attend the public hearing and will be given an opportunity to be heard at the hearing.
All interested persons owning real estate or taxable property located within the District will be given an opportunity to be heard at the hearings and an opportunity to file objections to the amount of the assessment and Ordinance. A proposed list of properties to be assessed and the estimated assessments against those properties is available at the City Clerk’s Office at 919 Main Street, Sanford, Maine, during normal business hours. The maximum total assessment in any one year applicable to all property to which the assessment relates in the District is $22,000.
The following is a legal description of the District and properties subject to the proposed Ordinance Establishing the Midtown Mall Maintenance Assessment shaded in yellow (Tax Map-Lot K29-36, K29-64, K29-65) and red (K29-66) and located within Saint Ignatius Street, Main Street, Washington Street and Riverside Street.

“Sanford Property Holdings Municipal Development and Tax Increment Financing District”
Notice is hereby given that the City of Sanford, Maine will hold a public hearing on August 2, 2022 at 6pm, via remote hearing described below, for the purpose of receiving public comments on the third amended and restated development program for the municipal tax increment financing district known as the Sanford Property Holdings Municipal Development and Tax Increment Financing District (the “District”), pursuant to the provisions of Chapter 206 of Title 30-A of the Maine Revised Statues, as amended.
The District consists of approximately 4.92 acres of property located at the intersection of Route 4 and Route 109. The purpose of the third amended and restated development program is to consider the amendment to a credit enhancement agreement with JADD Partners, LLC, a developer of rental housing within the District. A copy of the proposed third amended and restated development program for the District will be on file with the Sanford Growth Council prior to the Public Hearing.

1. Bids will be accepted until 4:00 p.m. on Friday, August 5, 2022. Bid awards will be made pursuant to the City of Sanford Purchasing Policy and announced at a subsequent City Council Meeting. 3. All bids shall include the proposed price of the new vehicles and any associated fees with the final sale.

5. The City of Sanford is a tax exempt government entity.
6. All bids shall be based upon the price available to the City of Sanford to make a purchase of two specifically equipped 2022/23 Ford Police Interceptor Utility vehicles outlined in the specifications herein.
7. The City of Sanford does not accept any bid as a contract to purchase or as a promise to purchase the specified vehicle(s) in this advertised process.

A request for a public hearing or a request that the Board of Environmental assume jurisdiction over this application must be received by the Department, in writing, no later than 20 days after the application is found by the Department to be complete and is accepted for processing. Public comment on the application will be accepted throughout the processing of the application.
