The Sanford Planning Board reviewed or approved several proposals for new housing during its two meetings in December.
On Dec. 18, the board took a first look at a proposal from LSM Properties for a 12-unit apartment building on Stackpole Court, near Number One Pond. The plan calls for two-bedroom apartments with parking, utility extensions and underground stormwater retention.
Neighbors have expressed concern about increased traffic and on-street parking on the short, dead-end street. They also said the building doesn’t fit into the neighborhood of mostly single-family homes. This was a preliminary proposal that will face further review at a future meeting.
Also on Dec. 18, the board voted to recommend that the City Council approve a zoning amendment to drop the requirement for a public sewer hookup for construction of up to two single-family houses on an existing lot. This would apply to lots already on the books as of Jan. 1.
The change, which will have to be read twice before final council approval, is needed to allow Sanford Regional Technical Center to build two houses on Kiwanis Club-owned property at the lower end of Hanson Ridge Road. There was also some discussion on the Sanford Sewerage District’s requirement to connect to public sewer if the proposed dwelling is within 200 feet of the existing system.
The board also voted unanimously to approve final subdivision plans for Jagger Lofts, the proposed redevelopment of the Jagger Mill building on Water Street in Springvale into apartments, with parking and site improvements.
At its Dec. 4 meeting, the board approved a Habitat for Humanity proposal for a four-unit subdivision at 3 Beaver Hill Road. Approval followed a public hearing at which some concern was expressed about stormwater runoff from the property. The applicant has proposed a walkway from the upper two houses to Payne Street for school bus access. An easement would be drawn up as the walkway crosses the lower two house lots. The developer will make changes to make sure the walkway will provide safe access to Payne Street.
Also, the board approved a request for extension of a proposed 96-unit addition to the Patriot Place development off lower Main Street. The applicant is waiting for some state approvals before they can start construction.
